FELON LEADS DEPUTY ON PURSUIT On Saturday, June 17, 2023, at approximately 6:40 PM, Precinct 8 Deputy Cratty initiated a traffic stop in the 5900 block of the E Sam Houston Toll Rd S on a black Hyundai 4D for speeding. Upon initial approach, Deputy Cratty observed the operator to have an AR-15 style magazine protruding from his pants. Deputy Cratty later observed an AR-15 style rifle in the vehicle and requested the operator exit for his safety. The driver failed to comply and fled the scene. Deputy Cratty pursued for approximately 8.5 miles until the vehicle came to a stop in the 9200 block of Winkler Drive. After a short standoff, the driver surrendered and was placed in custody. The driver was identified as 32 year old Phelix Anthony Garza Jr. A check of Garza‘s information revealed he was currently on probation for felony assault of a family member and has a history of violent felonies and drug trafficking. A search of the vehicle incident to arrest yielded a short barrel AR-15 style rifle, 3 loaded 30 round magazines, a loaded .45 cal pistol and $11,300.00 in US currency. The Harris County District Attorney’s Office was contacted and accepted charges of felony Evading and Felon in Possession of Weapon but declined the money seizure citing insufficient evidence to link it to criminal activities. Garza was transported to the Harris County Joint Processing Center where his bonds were set at a total of $75,000.
